Home Energy Support rebate
Rebates are available if you meet the following requirements:
- Hold an Australian Government Pensioner Concession Card, a Department of Veterans’ Affairs Gold Card, or a Health Care Card
- Have an eligible property, that you own and occupy the home in which the product will be installed
- Have attended a free Home Energy Support workshop delivered by the ACT Government.
Eligible households may be able to receive:
- one rebate of 50% of the total installation price, up to a maximum rebate of $2,500, for rooftop solar, and
- one rebate of 50% of the total installation price, up to a maximum rebate of $2,500, for:
- reverse cycle heating and cooling
- hot water heat pumps
- efficient electric stove tops
- ceiling insulation
- The maximum rebate per eligible household is $5,000
Rooftop solar PV systems
You may be eligible to get a rebate of up to $2,500 when installing solar through the Scheme. The rebate is up to 50% of the total cost, capped at $2,500.
- Your property must not already have solar installed (solar hot water is permitted).
- Your property meets the technical requirements for solar installation based on orientation, roof size and shading, which will be assessed by the solar supplier.
- System size must be between 5.5kW and 8kW
- Solar panels must be linked to a 6kW inverter
Reverse cycle heating & cooling systems
The system model number must appear on the Greenhouse and Energy Minimum Standards (GEMS) register and be able to operate in a ‘Cold Zone’ as per the Minimum Energy Performance standards (MEPs).
The system installed must be electric, be able to meet both heating & cooling functions and meet the below H1 temp conditions:
- Ducted system under 14kW: 3.7 minimum annual coefficient of performance
- Ducted system 14kW-20kW: 3.3 minimum annual coefficient of performance
- Split & multi-head systems under 7kW: 4 minimum annual coefficient of performance
- Split & multi-head systems 7kW and above: 3.8 minimum annual coefficient of performance
Systems outside of the above, may be considered but will be assessed by the ACT Government on a case by case basis.

Hot water heat pumps
To ensure good value for money, hot water heat pumps under the Home Energy Support Program must meet the following requirements:
- The model of hot water heat pump must be included on the Victorian Energy Upgrades register for ‘Water heat — Heat pump’
Efficient electric stove tops
Electric stove tops under the Program must meet the following requirements:
- You must be upgrading from an existing gas or inefficient electric stove top to an efficient electric ceramic or induction stove top
- You can upgrade a combined gas or inefficient electric oven to a combined efficient stove top/oven. Range hoods are not included.
Ceiling insulation
The ceiling insulation materials must comply with the Australian Standards to be installed under this program. These include for example, batts from glasswool, rockwool, polyester or treated wool, and in some circumstances, non-cellulose loose fill products.
Insulation materials that must not be used include foil laminated products, loose-fill cellulose products and any products that do not comply with Australian Standards.
In addition to this, the final product R-value must be R5 or higher.

How to apply for a rebate
Use the Brighte Marketplace to find a local vendor to help you install your desired product.
You can choose to apply for just the rebate only, or the rebate and the ACT Sustainable Loan, please confirm with your vendor which option you would prefer.
For rebate only, once you have chosen your preferred vendor, complete the Home Energy Support: Rebates for Homeowners Pre-Rebate Application Form. You can find this form on the Everyday Climate Choices website.
For rebate & the ACT Sustianable Household interest free loan, they will submit your rebate & finance application directly with Brighte.
